Habbo uploaded the same nav icon for two different hotels
Today Habbo uploaded the same navigator icon to two different hotels. My best guess is that they are for a Habboween Ball that most hotels seem to be having.

They could be for the quest rooms which Habbo UK and USA have recently released.

The room shown in the icon is a room used in a quest on the USA Hotel. You go into the main room and talk to a bot, from there you go through a crap ton of teles and then when you get to the room shown in the icon, you ask the bot who he is and how he died. You submit the answer on the home page and you get a Habboween magnifying glass badge.
